The cribriform fascia is full of holes made by the great saphenous vein and tributaries, arteries by the same name - superf. circumflex iliac, inferior epigastric a/v, ext. pudendal a/v. Lymph vessels and nerves also pass within this fascia - cribrifrom; full of holes.
Because of the defect, saphenous hiatus; telasubcutanea can "fall through" the hiatus and rest on the pectineus fascia.
