i think this is actually true according to Dr. Evey on one of the short answer questions.

on the suboccipital region question he lists the external vertebral venous plexus as one of the contents of the suboccipital triangle. so i would say true, but that doesn't mean that it can be demonstrated during dissection. it would sort of depend on how good of a dissector you/your partners are :)
